What the Government Actually Announced
The Australian Government’s Department of Health, Disability and Ageing published a formal policy document called “Securing the NDIS for Future Generations.” It outlines the complete roadmap for NDIS reform across four areas: returning the NDIS to its original intent, delivering genuine community participation, improving provider quality, and tackling fraud and non-compliance.
This is not a media summary. It is the official government position with specific dates, next steps, and legislative commitments.
The Complete Timeline — Date by Date
July 2026 Uplift to NDIS claims and payment systems begins. Full rollout by end of 2030.
October 2026 — Most urgent for current participants Participant budgets for social, civic and community participation and capacity building daily activities will be progressively adjusted. This is the Community Participation (Category 4) budget reset. If your family member has unspent Category 4 funding, this is the most time-sensitive change in the entire document.
7 days after Royal Assent of legislation Tighter criteria for unscheduled plan reassessment requests commence.
1 February 2027 Tighter assessment of reasonable and necessary supports for new entrants, plan reassessment and plan renewal begins.
1 April 2027 — New framework planning (delayed) Participants start transitioning to new framework planning. Following consultation with people with disability, families, carers and advocates, the government delayed this from its original timeline. A Technical Advisory Group will be established to advise on the appropriate threshold and assessment for substantially reduced functional capacity.
July 2027 Provider registration expansion commences — expanding mandatory registration to providers supporting participants most at risk of abuse and/or exploitation.
1 January 2028 Changes to boundaries between the NDIS and mainstream systems apply to prospective participants. Diagnosis lists as a means of entry to the NDIS are removed. Access based on significant reduction in functional capacity impacting daily life. Current participants reassessed over transition period.
1 October 2027 New plan management approach implemented with 6-month transition period.

What Is NOT Changing — The Government’s Explicit Statement
The government document is clear: changes to community participation budgets will not impact supports essential to critical care and daily living needs.
This means the following are protected:
- Daily personal activities — personal care, morning routines, medication prompts
- High intensity daily personal activities — complex clinical supports
- Household tasks
- Transport for essential needs
- Life skills development
The changes are specifically targeted at the social and community participation funding category, not the daily living and care supports.
What Action to Take Right Now
Check your Category 4 balance today. Log into myplace.ndis.gov.au → My Plans → Support Category 4 (Assistance with Social, Economic and Community Participation). Note the allocated amount and the amount spent. If there is a significant unspent balance — that balance is at risk of being reduced from October 2026.
Start using unspent community participation funding. If your participant hasn’t been accessing their Category 4 funding, contact your provider and plan manager now. The October deadline is five months away. That is enough time to start community activities, social groups, public transport training, or any community participation your participant has been wanting to do.
Don’t panic about new framework planning. It starts April 2027. You have time to prepare. But preparation matters — start documenting how your disability affects daily functioning now. The shift from diagnosis-based to functional capacity assessment means your evidence needs to show impact, not just diagnosis.
Watch the provider registration changes. From July 2027, mandatory registration expands to providers supporting participants most at risk. If your current provider is unregistered and supports a vulnerable participant, this is worth noting now. Will my current NDIS supports be cut under the new reforms?
